Introducing myself :

Fervent lover of North Hatley for over 30 years, it was in 2016 that the dream of having our own home here finally became a reality.

Born in Thetford Mines, I did part of my studies in Sherbrooke, then in Montreal.

Now a young retiree, I devoted most of my 35 years of professional life to the municipal world as an urban planner: first in a Municipalité régionale de comté (MRC) in Beauce, then in a small municipality now amalgamated with Quebec City and, finally, in a borough of the city of Montreal. 

This career was mainly focused on urban planning regulations, heritage, management of complex real estate projects and urban design.

My involvement in my village :

As soon as I moved to North Hatley, I got involved in the CCUP. 

I have also been involved in various activities of the municipality, where I have made constructive reflections:

• a reflection process on the place of winter, in collaboration with the merchants of the village and the Canton
• a participation in the making of permanent Christmas decorations (2020)
• a reflection on the impact of the new MRC development plan
• a reflection on the vocation of our public spaces (parks, marina, beach, streets…), in order to propose the basis of an action plan to better support their traditional role.

Between November 2020 and March 2021 I mentored the new Inspector in his new duties. During this period, I did not sit on the CCUP.

Like many citizens, I actively participated in all the consultations of the Strategic Plan of our municipality (2021). I consider that this successful municipal action calls for a major commitment, leading to the creation of a concrete action plan involving citizencollaboration. We will thus be able to support the most beautiful assets of our village and thereby, its identity.

My commitment:

Having a good understanding of the various aspects of the municipal world, my main aspiration is to play a role in following up on the Strategic Plan, specifically:

1. to understand our heritage in order to provide us with effective tools to maintain the fundamental identity of our village
2. to be proactive about the potential for real estate development, so that the future of North Hatley is not dictated by the vision of developers
3. to update our regulatory tools and management processes, in a perspective of sustainable and responseble development
4. to participate in the consolidation of our public finances:
   1. in particular, explore our under-utilized revenue opportunities
   2. explore provisions that promote development while preserving the village’s identity
5. to generate more “wellness” in our Village:

• enhance our public spaces (parks, marina, beach, streets…)
• honor our founders and our unique history
• promote activities that celebrate the distinctive character of the village.

I hope that this electoral process will be an opportunity for citizens to clearly mandate the new elected officials, in order to obtain the guarantee that there will be a follow-up to the adopted Strategic Plan (2021). Besides, this is the just return of an unprecedented citizen involvement, resulting from the consultations.

It would be an honour for me to serve North Hatley.

Je me présente :

Fervent amoureux de North Hatley depuis plus de 30 ans, c’est en 2016 que le rêve d’y avoir notre chez-soi s’est enfin concrétisé.

Natif de Thetford Mines, j’ai fait une partie de mes études à Sherbrooke, puis à Montréal. Jeune retraité, j’ai consacré l’essentiel de mes 35 ans de vie professionnelle au monde municipal en tant qu’urbaniste : d’abord dans une municipalité régionale de comté (MRC) en Beauce, puis dans une petite municipalité maintenant fusionnée à Québec et enfin, dans un arrondissement de la ville de Montréal. 

Cette carrière fut principalement axée sur la réglementation d’urbanisme, le patrimoine, la gestion de projets immobiliers complexes et le design urbain.

Mon implication dans mon village :

Sitôt installé à North Hatley, je me suis investi au sein du CCUP. 

Je me suis également impliqué dans diverses activités de la municipalité, où j’ai posé des réflexions constructives :

• réflexion sur la place de l’hiver, avec les commerçants du village et du Canton ;
• participation à la confection de décorations de Noël permanentes (2020) ;
• réflexion sur l’impact du nouveau schéma d’aménagement de la MRC ;
• réflexion sur la vocation de nos espaces publics (parcs, marina, plage, rues…), afin de proposer les bases d’un plan d’action visant à mieux soutenir leur rôle traditionnel.

Entre novembre 2020 et mars 2021 j’ai fait du mentorat auprès du nouvel inspecteur pour ses nouvelles fonctions. Durant cette période, je n’ai pas siégé sur le CCUP.

Comme plusieurs citoyens, j’ai participé activement à toutes les consultations du plan stratégique de notre municipalité (2021). Je considère que ce geste municipal abouti appelle à un engagement majeur, ouvrant sur la création d’un plan d’action concretimpliquant une collaboration citoyenne. Nous pourrons ainsi soutenir les plus beaux atouts de notre village et par le fait même, sa fibre identitaire. 

Mon engagement :

Doté d’une bonne compréhension des divers aspects du monde municipal, j’aspire principalement à jouer un rôle  dans la suite à donner au plan stratégique, et plus précisément :

1. comprendre notre patrimoine afin nous doter d’outils performants en mesure de maintenir l’identité fondamentale de notre village ;
2. être proactif sur le potentiel de développement immobilier, afin d’éviter que le devenir de North Hatley soit dicté par la vision de promoteurs ;
3. mettre à jour nos outils de gestion, dans une perspective de développement durable et responsable ;
4. participer à l’assainissement de nos finances publiques :
   • explorer nos opportunités de revenus sous-utilisés ;
   • explorer des dispositions favorisant le développement tout en préservant l’identité du village ;
5. générerdavantage de «mieux-être» dans notre village:

• mettre en valeur nos espaces publics (parcs, marina, plage, rues…) ;
• honorer nos fondateurs et notre histoire singulière ;
• promouvoir des activités célébrant le caractère distinctif du village.

Je souhaite que ce processus électoral soit l’occasion pour les citoyens de mandater clairement les nouveaux élus, afin d’obtenir la garantie qu’il y ait une suite au plan stratégique adopté (2021). Il s’agit d’ailleurs du juste retour d’une implication citoyenne sans précédent, issue des consultations.

Ce serait un honneur pour moi de servir North Hatley.
