Le lundi 17 juin dernier, le gouvernement du Québec a annoncé un nouveau moratoire sur toute nouvelle construction dans les zones inondables de grand courant (zones d’inondation de 0 à 20 ans). Puisque le projet de condominiums proposé à North Hatley est situé en grande partie dans une telle zone, toute action en rapport avec le projet est effectivement retardée. Le gouvernement tiendra des consultation publiques sur le nouveau moratoire, qui restera en vigueur jusqu’à ce qu’il ait élaboré un nouveau cadre visant à améliorer la gestion des zones inondables et que ce nouveau cadre ait été mis en œuvre par les municipalités.
Des consultations publiques auront lieu partout au Québec le 4 juillet 2019. Pour l’Estrie, la consultation aura lieu à l’hôtel Delta de Sherbrooke (2685, rue King Ouest), à 19 heures (Salle: Sherbrooke-C). Tout le monde est encouragé à y être présent et à exprimer ses opinions et ses commentaires sur ce nouveau moratoire. Le moratoire a pour objet de donner au gouvernement le temps d’adopter une nouvelle politique relative à la gestion des zones inondables. C’est aussi l’occasion pour les citoyens de faire connaître leurs préoccupations et d’influencer comment cette politique est définie.

Last Monday, June 17, the Government of Québec announced a new moratorium on all new building in high-velocity (zero-to-20-year) flood zones. Since most of the proposed condominium project in North Hatley is situated in such a zone, any action on the project will effectively be delayed. The Government is holding public consultations on the new moratorium, which will remain in effect until the Government has introduced a new framework to improve the management of flood zones and until this new framework has been implemented by municipalities.
Public consultations will be held throughout Québec on July 4, 2019. For the Eastern Townships, the consultation will take place at the Delta hotel in Sherbrooke (2685 King Street West), at 7 p.m. (Room: Sherbrooke-C). The purpose of the moratorium is to give the Government time to adopt a new policy relating to the management of flood zones; it is also an occasion for citizens to make their concerns known and to influence the way in which this policy is defined.
