Lorsque le problème lié à l’installation de la patinoire est survenu cet hiver, on nous a expliqué que le sous-traitant n’avait pas été en mesure de commencer les travaux au début de la saison et, qu’en raison de maladie, celui-ci n’avait pas été en mesure de les achever. Il faudrait peut-être vérifier si ces explications, de certains de nos élus, sont exactes et complètes.
Il faudrait poser les questions suivantes: Qui a engagé le sous-traitant pour préparer et entretenir la patinoire en 2018/2019? Le directeur des ressources humaines de la ville a-t-il fait toutes les démarches requises, et a-t-il approuvé le sous-traitant? Il faudrait se demander: Pourquoi n’a-t-on pas engagé un remplaçant pour s’assurer que les citoyens ont eu accès au patinoire pendant les fêtes?
D’après ce que nous avons compris, c’est la Société récréative de North Hatley qui, jusqu’en 2017/2018, a fait l’installation et l’entretien de la patinoire, dépensant ainsi des sommes ramassées lors de ses activités de financement. Mais, en raison de la situation imposée par l’administration du Village à la plage publique le printemps dernier, et du retrait subséquent de la Société récréative de son action bien établie et bien reçue dans la communauté, la municipalité a dû assumer la responsabilité de la plage publique et de la patinoire pour 2018/2019.
Parallèlement à la fermeture de la plage publique – en rapport avec laquelle deux des raisons données par le maire, le directeur général et certains conseillers se sont révélées fausses – cette claque supplémentaire que viennent de recevoir les habitants du village de l’administration de la municipalité paraît, malheureusement, la caractériser. Il s’agit d’une administration qui, d’une part, semble juger qu’il est acceptable de ne pas tenir compte ni d’une pétition de 500 signatures s’opposant à la fermeture de la plage ni de l’opposition de la communauté à un développement de 230 unités, sur cinq étages, construites dans une zone inondable, tandis que de l’autre, elle semble capable de céder à un sous-traitant qui, pour quelque raison que ce soit, n’a pas été en mesure de remplir son obligation contractuelle et préparer la patinoire au coeur du village.
Une administration bienveillante et soucieuse de donner le bon exemple aurait trouvé le moyen de faire en sorte que les citoyens aient pu pratiquer le patinage pendant les fêtes. À ce stade-ci, ne serait-il pas dans l’intérêt de tous que la municipalité admette qu’elle n’a traité ni l’un ni l’autre des scénarios présentés ci-haut avec suffisamment de compréhension et professionnalisme?
Nous sommes une communauté, une petite communauté. Nous sommes des contribuables. Nous nous attendons à ce que l’administration de notre village fasse preuve de leadership, assume ses responsabilités et communique de manière plus efficace avec ses habitants.
Monsieur le maire, messieurs les conseillers, mesdames les conseillères, il est temps de remplir ces attentes.

When the issue of this winter’s skating facilities arose we were told that the subcontractor wasn’t able to begin the work at the beginning of the season and then, because of illness, hadn’t been able to complete the work. Perhaps the things one hears from some of our elected representatives should be fact-checked for accuracy and completeness.
It should be asked : who hired the subcontractor to prepare and maintain the rinks in 2018? Did the town’s HR director check and approve the subcontractor? It should be asked : why wasn’t a replacement contractor hired to ensure that citizens would have access to skating facilities this holiday season?
Until 2017/2018, we understand that the NHRS installed and maintained the skating areas, spending money raised at their fundraising events. But, because of the situation imposed by the administration on the public beach last spring and the subsequent withdrawal of the NHRS from their established and welcome work in the community, the Town has had to take on responsibility for the public beach and the skating facilities for 2018/2019.
Parallel to the closure of the public beach—for which two of the reasons given by the Mayor, Director General and some councillors were found to be untrue—this additional slap in the face to our citizens seems sadly typical of our administration. It is an administration that, on the one hand, seems to deem it acceptable to ignore a 500-signature petition opposing the beach closure and community-wide opposition to a 230-unit, 5-storey floodplain development while on the other hand, seems to apparently be capable of caving to a sub-contractor who, for whatever reasons, wasn’t able to fulfil their contractual obligation to prepare our traditional skating facilities.
A leadership-minded, caring administration would have found a way to ensure that citizens would have facilities available over the holidays. At this point, wouldn’t it be to everyone’s best interest that Town admit that they haven’t handled either scenario with any degree of understanding or professionalism?
We are a community—a small community. We are taxpayers. We expect leadership, responsibility and communication.
Mr Mayor, Councillors, it’s time to respect those expectations.

I just came back from Magog where I skated with my girls (10 and 7). I was also there before Xmas, and after Xmas… I spent dollars eating lunch and dinner in Magog, and did my grocery shopping at the Metro.
The problem is that I am a resident of North Hatley. My house is on Cedar Street. And I love and am very proud of North Hatley.
So, instead of spending my dollars at Justine, or the Pilsen, or at LeBaron, I spent them in Magog because the only winter activity which North Hatley has to offer my daughters during the winter is simply not available. And not even close to being available. So we drove to Magog…
Les vacances de Noël pour la plupart des enfants ont commencé le 21 décembre. J’y suis arrivé en après-midi et suis immédiatement allé voir la patinoire. Depuis la fermeture du Mont Hatley, les enfants de North Hatley ne comptent plus que sur cette patinoire pour s’amuser l’hiver dans notre village. Vous me corrigerez si j’ai tort, mais je n’en connais pas d’autres.
À ma grande déception, la glace était inexistante. Aucune base. Et le carré pour les plus jeunes qui ne jouent pas au hockey n’était même pas déblayé. J’y suis retourné le 22, ai vu deux employés, mais pas d’arrosage. Et toujours pas de déblayage pour les plus jeunes, ni de sentiers de patinage dans le terrain de soccer ou le marché des fermiers pour les enfants et les familles. Zéro. Rien.
Je suis arrêté à l’hôtel de ville le 24 au matin pour m’enquérir mais me suis buté à un bureau fermé m’indiquant que tout était fermé pendant les Fêtes.
Pas d’employés à la patinoire et pas d’arrosage le 25, le 26, le 27, le 28, le 29, le 30 …
I understand the weather issues on two of those days. I was here. But, with a good base, regular flooding and some attention, our kids would have been skating today and tonight, like the kids in Magog and those of the surrounding villages and municipalities. After the one warm day, the temperature dropped substantially and ice even started to form on the lake!
So, I need to ask: what is going on with our rink? We only have one rink… only one …It’s not ready, and not close to being ready. The snow hasn’t even been removed for the water to flood the surface for hockey (inside the boards) and for the area normally made available for the non-hockey players outside the boards… I find that unacceptable.
And if NH doesn’t make a rink available to our kids during the Xmas holidays, when does it intend to make it available? Why not make all necessary efforts to have one available during those very important days… and please, with all due respect, don’t tell me that the weather hasn’t been cooperating because it’s the same weather for all of the other outside rinks in the region.
So, please, monsieur le maire, when will we have a rink and surrounding skating for our kids to enjoy?

I am just as disappointed as you you are to not have any ice as I have many children of my own who would like to enjoy it.

Thanks for your quick reply.
Votre sous-traitant est soit incapable/incompétent à entretenir une patinoire publique, ou trop occupé pour le faire correctement et en temps utile. Or simply doesn’t care.
A skating rink in a village like ours is a labor of love. If shovels are left behind, the people using the skating rink and skating area will clear the snow themselves. And will gladly take turns doing it. Everyone chips in. Like we did last year, even when it was bitter cold in December and January. I did it often myself. Everyone did, because we all cared.
If the keeper of the rink comes to flood it regularly and shows he/she cares about the rink, word will quickly spread that the ice is good, that kids can play hockey, that the area for the non-hockey players is wide and well maintained, that the trails in the soccer field and the farmers’ market are fun to use, that the lights work and are on until late, that there is music outside … and so people will come to skate, will go to Justine for a coffee or a hot chocolate and something to eat, or will buy something at the dépanneur or at the grocery store, or stay for lunch or dinner in the village, and support our local businesses at a time of the year when they really need it … my point of my e-mail to you last night.
I hope that your subcontractor understands all of this … that this rink is more than a job to clear snow or water a surface to skate.
It’s a community rallying point, which, in turn, can affect our local economy.
Your sub-contractor has to care.
If not, I suggest you find another one… and quickly! It’s now December 31..
