North Hatley Strategic Plan : A rigorous approach, a strong identity
On February 16th, the Municipality of the Village of North Hatley held a public presentation of its Strategic Plan, a vision that will guide its actions for the next decade. After five (5) public consultations, conducted by the consulting firm ‘Espace Stratégies’, the recommendations of the Steering Committee (a committee made up of citizens and elected officials), valuable input from the organisation Bleu Massawippi, and the rigorous work by committee members, we are proud to announce that it is with a high degree of professionalism and citizen representation that this Strategic Plan has finally come to fruition. It is following the end of this important process that North Hatley tabled its Strategic Plan on April 12, 2021.
In the document presented publicly, the Municipality asserts its identity though the image of a ‘’natural amphitheatre’’. If the mountains create the effect of natural bleachers, Lake Massawippi is undoubtedly the stage around which this amphitheatre concept is built. This geomorphology unquestionably places Lake Massawippi at the very heart of North Hatley’s concerns. We are well aware, as are the other municipalities involved, that the degradation of the lake could represent a threat to an entire living environment with which we identify and of which we are particularly proud. This is why we want to ensure that the preservation of the lake is at the heart of our concerns.
North Hatley also reaffirms that among the four (4) major strategic orientations put forward in its Strategic Plan, two are inseparable from the environmental concerns of the community: ‘’Planning a sustainable and coherent development of the territory and Being an agent of change and a partner for the benefit of the development of the village and the region.’’
Through its strategic orientations, North Hatley aspires, in collaboration with the concerned parties, notably the municipalities which are a part of the ‘Parc Régional Massawippi’, to play a more assertive role in the protection of its environment and the territory surrounding it.
In the wake of the tabling of its Strategic Plan, North Hatley reiterates the importance of Lake Massawippi as one of the fundamental components of its identity.
Through its strategic planning process, North Hatley has a definite destination, chosen by its community; it must now map out a route to get there. To reach its goal, North Hatley hopes more than ever to be able to count on the involvement and the commitment of its citizens as well as the expertise, ideas and proposals for action from the various groups and parties who, like North Hatley, have at heart the health of the environment, the happiness of its community and the influence of the territory.

PLAN STRATÉGIQUE DE NORTH HATLEY: une démarche rigoureuse, une identité forte
Le 16 février dernier, la Municipalité du Village de North Hatley faisait la présentation publique de son Plan stratégique, une vision qui lui permettra d’orienter ses actions pour la prochaine décennie. Après 5 consultations publiques menées par la firme de consultants Espaces Stratégies, les recommandations du Comité de pilotage (comité formé de citoyens et d’élus), certaines suggestions de l’organisme Bleu Massawippi et un travail rigoureux des membres du Comité, nous sommes fiers d’affirmer que c’est avec un haut niveau de représentativité et de professionnalisme que ce Plan stratégique connait aujourd’hui son aboutissement. C’est au terme de cet important exercice que North Hatley a déposé son Plan stratégique, le 12 avril 2021.
Dans le document présenté publiquement, la Municipalité affirme une identité passant par l’image d’un « amphithéâtre naturel ». Si les montagnes créent l’effet de gradins naturels, le lac Massawippi constitue sans conteste la scène autour de laquelle s’articule ce concept d’amphithéâtre. Cette géomorphologie place incontestablement le lac Massawippi au cœur même des préoccupations de North Hatley. Nous sommes bien conscients, comme les autres municipalités concernées d’ailleurs, que la dégradation du lac pourrait représenter une menace pour tout un milieu de vie auquel nous nous identifions et dont nous sommes particulièrement fiers. C’est pourquoi nous tenions à faire en sorte que la préservation du lac soit au cœur de nos préoccupations.
Par ailleurs, North Hatley réaffirme également que parmi les quatre grandes orientations stratégiques mises de l’avant dans son Plan stratégique, deux sont indissociables des préoccupations environnementales du milieu: « Planifier un aménagement durable et cohérent du territoire et Être un agent de changement et un partenaire au bénéfice du développement du village et de la région. »
Par ses orientations stratégiques, North Hatley aspire, avec la collaboration des acteurs concernés, notamment les Municipalités membres du Parc Régional Massawippi, à jouer un rôle plus assumé en matière de protection de son milieu et du territoire qui la ceinture.
Dans la foulée du dépôt de son Plan stratégique, North Hatley réitère la place prépondérante du lac Massawippi comme l’une des composantes fondamentales de son identité.
Grâce à sa démarche de planification stratégique, North Hatley s’est dotée d’une destination, choisie par sa communauté; elle doit maintenant tracer l’itinéraire qui lui permettra d’y accéder. Pour atteindre la cible, North Hatley espère plus que jamais pouvoir compter sur la complicité et l’engagement de ses citoyens et sur l’expertise, les idées et les propositions de pistes d’actions des différents groupes d’intérêts et acteursdu milieu qui, comme elle, ont à cœur la santé environnementale, le bonheur de sa communauté et le rayonnement du territoire.
