Dear fellow citizens of North Hatley,
We would like to share with you some good news for our village, namely the long-term prospects of a coordinated set of initiatives that promise an ever-better life for all those who love North Hatley.
The municipal council and I have been working on a series of exciting projects that we look forward to sharing with our community.
A NEW COMMUNITY CENTRE
As many of you know, the Pleasant View building (NHRS) has deteriorated, and its structure has unfortunately become unstable over the years. We have been operating on borrowed time.
The good news is that we are in the final stages of a grant application process that will enable us to build a new and improved building while preserving some of the heritage features of the existing one. A place where citizens and community groups can come together as one.
The proposed center will be located on the existing property but will be set back from the lake for environmental reasons. The Quebec government PRACIM grant program criteria for the basic design and vocation of the building are strict and clear.
Although the overall space is predetermined and must meet the program’s vocation criteria, it will be up to us to define the final uses of the space, in accordance with the conditions set out in the agreement. We want these uses to reflect the wishes of all North Hatley residents. A committee made up of citizens and the municipality will be set up to survey the thoughts and opinions of the community, followed by a public presentation to announce the results. Further information will be released once the village has received the green light from the program.
Of course, this use will be subject to certain limitations. First and foremost, the use of the facility will give priority to the citizens of North Hatley. The basis of the grant clearly underlines a strong commitment to the community. Rest assured that the project was never intended to house town offices, nor will the building become a commercial use facility; this project is intended to provide the village with a year-round building for the benefit of the community. The Municipality has ensured that the original appearance and design of the building will be maintained. As soon as we have the necessary permits, construction will begin shortly thereafter.
A MASTER PLAN
In addition to the aforementioned project, many of you will be aware of the extraordinary opportunities available in the heart of the village. These include the covered refrigerated skating rink funded by a donation from the Pollock family, a new grant application funded by the Ministry of Tourism to rebuild the marina (pending approval), ongoing improvements to River Park and the development of properties in these areas. The boundaries of the projects lie in the very heart of the village: from the old Baptist Church to the Farmer’s Market, from the bike trail and Capelton Road to the Massawippi river and Chemin de la Rivière.
The possibilities are so great that we want to ensure that all efforts are planned in conjunction with each other and, most importantly, that they reflect an architectural theme that complements North Hatley’s finest buildings. We envision a “town square” that will revitalize the entire area, with environmentally enhanced “green” and “blue” spaces.
We will be calling on expert firms to help us create a vision of North Hatley for the future. We want to change the village center in a way that we, the citizens of North Hatley, can proudly call our own.
One of the most important aspects of the master plan is to define the basis of requirements for current and future developers, reflecting the spirit of the community. Once the requirements are well defined, developers will then have a clear vision enabling them to present their projects in the knowledge that they are part of the community’s long-term vision. That said, we all recognize that North Hatley needs to improve its financial situation and that we need additional housing to meet the needs of the people and families moving here. We believe we can work with the developers to create a project that meets their expectations but reflects our greatest dreams for our village.
To move forward with this project, we are applying for private and philanthropic funding. We believe having a clear and transparent master plan will enable our village to prosper in a diverse environment that will perfectly reflect the vision of a thriving and harmonious North Hatley.

Nous souhaitons vous faire part d’une bonne nouvelle pour notre Village, à savoir les perspectives à long terme d’un ensemble coordonné d’initiatives qui promettent une vie toujours meilleure pour tous ceux qui aiment North Hatley.
Le conseil municipal et moi-même avons travaillé sur une série de projets passionnants que nous sommes impatients de partager avec notre communauté.
Un nouveau centre communautaire
Comme beaucoup d’entre vous le savent, le bâtiment Pleasant View (SRNH) s’est détérioré et sa structure est malheureusement devenue instable à travers les années.
La bonne nouvelle, c’est que nous en sommes aux dernières étapes d’un processus de demande de subvention qui nous permettra de construire un nouveau bâtiment amélioré tout en conservant certains éléments patrimoniaux du bâtiment existant. Un lieu où les citoyens et groupes communautaires pourront se réunir en communauté.
Le centre proposé sera situé sur la propriété actuelle, mais en retrait du lac pour des raisons environnementales. Les critères du programme de subvention PRACIM concernant la conception de base et la vocation du bâtiment sont stricts et clairs.
Bien que l’espace global soit prédéterminé et doive répondre aux critères de vocation du programme, il nous appartiendra de définir les usages finaux de l’espace conformément aux conditions fixées dans l’accord. Nous voulons que ces utilisations reflètent les souhaits de tous les habitants de North Hatley. Un comité composé de citoyens et de la municipalité sera créé afin de sonder les pensées et les opinions de la communauté puis, une présentation publique suivra pour en annoncer les résultats.
De plus amples informations seront diffusées lorsque le Village aura reçu le feu vert du programme.
Bien entendu, cette utilisation sera soumise à certaines limites. D’abord et avant tout, l’utilisation de l’installation donnera la priorité aux citoyens de North Hatley. La base de la subvention souligne clairement un engagement fort envers la communauté. Soyez assurés que le projet n’a jamais été destiné à abriter les bureaux de la ville et que le bâtiment ne deviendra pas non plus une installation à usage commercial ; ce projet vise à doter le village d’un bâtiment utilisable toute l’année au profit de la communauté. La Municipalité s’est assurée du maintien de son apparence et de sa conception d’origine.
Dès que nous aurons obtenu les autorisations, la construction commencera peu après.
Un plan directeur
Outre le projet susmentionné, plusieurs d’entre vous sont conscients des possibilités extraordinaires qui s’offrent au cœur villageois. Il s’agit notamment de la patinoire couverte financée par un don de la famille Pollock, d’une nouvelle demande de subvention financée par le ministère du Tourisme pour reconstruire la marina, de l’amélioration continue du parc Rivière et, surtout, du développement des propriétés situées dans ces secteurs. Les limites des projets se situent dans le cœur même du village, soit de l’ancienne église Baptiste jusqu’au marché champêtre. De la piste cyclable et du chemin Capelton à la rivière Massawippi au chemin Rivière.
Les possibilités sont si importantes que nous voulons nous assurer que tous les efforts soient planifiés en conjonction les uns avec les autres et, plus important encore, qu’ils reflètent un thème architectural qui complète les plus beaux bâtiments de North Hatley. Nous envisageons un cœur villageois qui revitalisera l’ensemble de la zone, avec des espaces « verts » améliorés du point de vue environnemental.
Nous solliciterons des firmes d’experts pour nous aider à créer une vision de North Hatley pour l’avenir. Nous voulons changer le centre du village de sorte que nous, citoyens de North Hatley, nous y reconnaitrons fièrement.
L’un des aspects les plus importants du plan directeur vise à définir la base des exigences reflétant l’esprit de la communauté à l’attention les promoteurs actuels et futurs. Une fois les exigences bien définies, les promoteurs auront alors une vision claire leur permettant de présenter leurs projets en sachant qu’ils s’inscrivent dans la vision à long terme de la communauté.
Cela dit, nous reconnaissons tous que North Hatley doit améliorer sa situation financière et que nous avons besoin de logements supplémentaires pour répondre aux besoins des gens et des familles qui s’installent ici. Nous pensons pouvoir travailler avec les promoteurs pour créer un projet qui réponde à leurs attentes, mais qui reflète nos plus grands rêves pour notre village.
Pour faire avancer ce projet, nous sollicitons du financement privé et philanthropique. Nous pensons qu’un plan directeur clair et transparent permettra à notre village de prospérer dans un environnement diversifié qui reflétera parfaitement la vision d’un North Hatley prospère et harmonieux.
