A Strategic Plan for our Village – Our North Hatley / Un Plan Stratégique pour notre Village – Notre North Hatley

On Tuesday, February 16, the results of the Strategic Planning process begun by the Village of North Hatley in January 2020 were presented to the public via webinar. The public was invited to attend and more than 50 persons logged in during the presentation. Strategic Planning Committee members Mayor Michael Page, counsellors Guy Veillette and Alexandre-Nicolas LeBlanc and Director-General and Secretary-Treasurer Benoit Tremblay were present and answered questions from the public. Several Steering Committee members were also in attendance.  After opening remarks by Mayor Page, Mr. Jocelyn Gagnon from the consulting firm Espaces Stratégies presented the results.   The presentation as well as the question period were recorded and are accessible on the Village website.  I encourage you to go view it.

As explained by Mayor Page and members of the Planning Committee, the Plan which was presented is the result of broad consultation and incorporates the comments and suggestions of not only the members of the Strategic Planning and Steering Committees but also of the population, the latter obtained by email, in person or through the FANHCA website and during the 5 consultation workshops which were held throughout the summer of 2020. The Plan takes into account the identity, the vision, and the challenges that have been identified by the participants as the basis for developing North Hatley over the next 10 years. Four core elements for future development have been identified as well as 12 focal points or axes within those core elements.  The next step is to prioritize these axes and to begin to act on them. This a process which will be redone year after year until all the goals set out in the Plan have been achieved.  

In the words of Monique Leroux, a member of the Steering Committee, the plan identifies where we want to go; we have established our destination, and it is up to us to work together to get there. Together we will accomplish more.

We have the roadmap and the next steps are to map out exactly how we get there.  It will be up to the Town to take the lead but to achieve our goals we need the help and input of our citizens, including those of our neighbouring communities. Very important to this exercise will be the contribution and engagement of members of the community; their professional expertise and advice will be crucial. Important as well will be the input of our young people who, with their families, are the future of our village.  We need to build a public/private partnership which, if done properly, will ensure that private and public investment will follow to enable us to attain the objectives set out in the Strategic Plan.

This Plan requires, over the next ten years, citizen participation. Together we can reach our goals, step by step, beginning with the steps that are more easily put into place and more urgent, followed by the others, in an orderly fashion. The presentation of the Plan, which is to be adopted by Council at its next meeting in March, has already created a certain momentum. We must ensure that we keep this momentum by taking the first steps to propel the project forward and give it a life and energy of its own.

Le 16 février dernier, la planification stratégique entamée par le village de North Hatley en janvier 2020 a été dévoilée au public par webinaire.  Plus de 50 personnes ont assisté à cette présentation.  Le maire Michael Page, les conseillers Guy Veillette et Alexandre-Nicolas LeBlanc, ainsi que le directeur général et secrétaire trésorier Benoit Tremblay ont assisté à la présentation et répondu aux questions du public.  Plusieurs membres du Comité de pilotage étaient également présents.  Après le mot d’ouverture du maire Page, M. Jocelyn Gagnon de la firme de consultants Espaces Stratégies a présenté les résultats de la planification. Le maire et les membres du Comité ont expliqué que le plan est le fruit d’une vaste consultation qui implique non seulement les membres du comité de planification et du comité de pilotage, et qu’il est également issu des commentaires et idées, recueillis tant par courriel que de vive voix ou encore au travers du site FANHCA ainsi que lors de 5 consultations publiques tenues au courant de l’été 2020. Le Plan tient compte de l’identité, de la vision et des enjeux identifiés par les participants à la planification comme étant les choix stratégiques de développement sur 10 ans. Quatre orientations stratégiques, ainsi que 12 axes ou pistes d’actions reliées à ces orientations ont été identifiés. La prochaine étape sera d’établir la priorité des pistes d’action et d’agir. Ce processus sera renouvelé d’année en année jusqu’à ce que le but ultime soit atteint. 

Pour citer Mme Monique Leroux, membre du Comité de pilotage, nous avons déterminé où nous voulons nous rendre ; nous avons une destination et c’est à nous de cheminer ensemble. Ensemble, nous accomplirons plus. 

Nous avons maintenant une feuille de route ; la prochaine étape consiste à définir les actions pratiques que nous devons entreprendre pour nous y rendre.  C’est au Village de prendre l’initiative, mais pour atteindre nos cibles, il faudra compter sur l’aide et la contribution de nos citoyens, incluant ceux des communautés avoisinantes.  C’est par l’engagement des membres de notre communauté que nous pourrons atteindre notre but ; l’apport de leurs conseils issus de leur expertise professionnelle sera crucial. Il sera important aussi dans cet exercice d’avoir la participation des jeunes qui, avec leurs familles, sont l’avenir du village.  Nous devons établir un partenariat public/privé bien construit, indispensable pour accéder aux fonds nécessaires pour atteindre les objectifs tels qu’établis dans le Plan stratégique. 

Ce plan pour les 10 prochaines années implique une participation citoyenne, ensembles nous pourrons franchir les étapes dans un ordre basé sur les cibles les plus faciles à atteindre ainsi que les plus urgentes, et ensuite les autres, de manière ordonnée. Ce Plan stratégique, qui doit être adopté par le Conseil lors de sa prochaine réunion au mois de mars, crée un certain momentum. Il faut s’assurer de garder cet élan et de la traduire par des pas concrets afin d’assurer sa pérennité.

  1. The first priority, above all others, must be the health of the lake and land. We will not have any economy or quality of life in North Hatley unless this goal is met. We need a concrete plan and commitment to make the lake healthy.
